Ministry of Veteran Affairs Increases Support for Ukrainian Action Heroes

Ukraine’s Ministry of Veteran Affairs expands support for the US-UK non-profit’s Ukrainian Action Heroes recovery program for veterans in the Carpathian Mountains
Ukrainian Action launched the pioneering program in February 2024 for veterans suffering from post-traumatic stress disorder (PTSD) sustained during combat activity
Ministry of Veteran Affairs will provide the Ukrainian Action Heroes program with organizational and informational support
KYIV—22 July 2025—Ukrainian Action, the US nonprofit organization and UK charity dedicated to supporting the survival and recovery of Ukraine, signed another Memorandum of Understanding with Ukraine’s Ministry of Veteran Affairs for collaboration on the Ukrainian Action Heroes rehabilitation program for Ukrainian war veterans suffering from post-traumatic stress disorder (PTSD) as a result of Russia’s full-scale invasion.
The agreement was signed at the Ministry of Veteran Affairs in Kyiv between Minister Nataliia Kalmykova and Jeffrey Hartman, Ukrainian Action (UA) co-founder and CEO.
The Ministry of Veterans Affairs has agreed to enhance support for the Ukrainian Action Heroes program, including providing organizational and informational support within Ukraine’s national and local veteran communities. Ukrainian Action will continue deploying global experience, international best practices and experts for the psychological, physical, and social rehabilitation of veterans in Ukraine. In addition, the cooperation will involve collaborating on jointly organizing other various events to support the recovery of Ukrainian defenders on their journey back to civilian life.
“Expanding our collaboration with the Ministry will enhance our ability to assist Ukraine in addressing the growing need for quality recovery programs for the brave men and women who have been defending the country from external aggression,” proclaimed Mr Hartman. “We are grateful for their continued support for our Heroes program and look forward to collaborating on other events to address the recovery of veterans in Ukraine.”
The Ministry stated, “Signing this MoU with Ukrainian Action brings international experience to the rehabilitation of Ukrainian veterans. We are grateful to our American partners for their interest and active participation in the development of the rehabilitation system for our veterans.”
Ukrainian Action Heroes rehabilitation program teaches Ukrainian veterans to ski and snowboard or enjoy summer mountain hiking in the serenity of the Carpathian Mountains while providing psychological support. The pioneering program is a comprehensive, multidisciplinary initiative designed to provide holistic support to veterans and their families, integrating psychological, physical, social, somatic, and recreational components, all delivered in a secure environment with highly qualified professionals.
UA launched the Heroes program in February 2024 at the highest ski mountain in Ukraine, Dragobrat, Transcarpathia, and expanded the program to the more accessible ski resort area of Bukovel, in neighboring Ivano-Frankivsk region in March 2025 to offer adaptive skiing for the growing number of veterans with amputations.
Since 2024, the Ukrainian Action Heroes program has welcomed over 80 participants during summer and winter. The 2025 summer program continues in August.
Ukrainian Action and the Ministry of Veterans Affairs first signed an MoU to collaborate on rehabilitation programs for veterans in July 2024.
