Ukrainian Action Signs MoU with Sumy District Council to Expand Veteran Rehabilitation Program


  • Ukrainian Action has provided critical support to Sumy region since 2022, including the delivery of emergency support vehicles, medical supplies and humanitarian aid.

  • Ukrainian Action Heroes rehabilitation program provides support for injured Ukrainian veterans in the serenity of the Carpathian mountains.

KYIV – April 18, 2025 Ukrainian Action (UA) and the Sumy District Council officially signed a Memorandum of Understanding (MoU) to expand cooperation in the rehabilitation and support of war veterans and their families. The agreement was signed by Jeffrey Hartman, Co-founder & CEO of Ukrainian Action, and Volodymyr Bitsak, Deputy Head of the Sumy District Council.


This strategic partnership builds on years of collaboration between UA and the Sumy region, which has endured significant hardship and ongoing attacks due to its position on the Russian border. Since 2022, Ukrainian Action has provided critical support to the region, including the delivery of 4x4 emergency support vehicles, medical supplies, and humanitarian aid to assist local medical teams and charities operating in liberated areas. In December 2024, Mr. Hartman personally drove an ambulance filled with medical supplies to Sumy, donating both the vehicle and its contents to a local hospital.


“We have supported our friends in Sumy since 2022, after the heroic liberation of the region,” said Jeffrey Hartman. “It was a pleasure to visit this ancient Ukrainian city and meet many brave men and women who continue to prevail against the ongoing attacks. UA is proud to provide assistance to this critical border region and support Sumy's veterans to recover from traumas sustained during the defense of their homeland from invaders.”

Volodymyr Bitsak commented: “Continued assistance from Ukrainian Action for those who defend Sumy region from the adversary is important. Such help is not with words but with deeds! With such help we can win!”


The Sumy region, which shares a border with Russia’s Kursk Oblast, was partially occupied during the spring of 2022. However, its citizens rallied in defense of their homeland, successfully liberating the region. The city of Sumy has faced continued bombardment, particularly in recent months.


Under the terms of the MoU, the two parties commit to strengthening veteran rehabilitation services through joint efforts. UA’s "Ukrainian Action Heroes" program, which welcomed a veteran from Sumy in the summer of 2024, will serve as a foundation for expanded efforts. The program, based in the Carpathians, integrates physical, psychological, and social support using modern and internationally informed methods.


The agreement marks a significant step in strengthening international collaboration for the recovery and reintegration of those who have bravely defended Ukraine.

Ukrainian Action Heroes is a pioneering rehabilitation program welcoming injured Ukrainian veterans to the Carpathian mountains to learn to ski, snowboard and participate in other outdoor mountain sports and activities, while receiving psychological support in the serenity of the mountains. The program includes ski instruction, travel, room and board, daily access to experienced and qualified psychologists, group therapy, wellness, and mindfulness activities.


The goal of the program is to help Ukraine’s heroes recover from the trauma of active warfare, provide tools to deal with PTSD, and introduce new activities in a place of refuge and solace. In March 2025, the program was expanded to offer adaptive skiing for veterans with amputations. Our winter and summer programs have supported over 80 participants since February 2024.
